Ireland Announces Major Updates to Employment Permit Occupation Lists

The Irish Department of Enterprise, Trade and Employment has officially announced a series of major changes to Ireland's employment permit system following a comprehensive review of the national Occupations Lists. These structural revisions, designed to directly combat pressing labor deficits across key sectors such as life sciences, construction, healthcare, transport, and agri-food, represent a strategic recalibration of Ireland's economic immigration policy.

For organizations operating in Ireland—particularly those within the pharmaceutical, medical technology, and healthcare sectors—understanding the operational mechanics of these revisions is essential for workforce planning, recruitment timelines, and compliance structures.

Key Updates at a Glance

A total of 32 key changes have been implemented across the occupations lists, including:

  • 6 new roles added to the Critical Skills Occupations List (CSEP).
  • 9 roles newly eligible for General Employment Permits (GEPs) with no quota limits.
  • 2 roles introduced under new General Employment Permit quota limits.
  • 15 existing GEP roles granted quota extensions/renewals to ensure workforce stability.

Critical Skills Occupations List (CSEP) Additions

The Critical Skills Employment Permit is the premier pathway for non-EEA professionals entering the Irish workforce, offering a direct route to long-term residency (Stamp 4) after two years. To align with national development strategies, the government has added six high-value occupations to this list:

  • Agronomist: Essential for supporting the technology transition in Ireland's major agricultural and bio-science sectors.
  • Construction Planner / Scheduler: Addressing critical bottlenecks in project delivery for large-scale industrial and housing infrastructure.
  • Community Eye Care Specialist: A strategic medical expansion designed to relieve pressure on acute hospital ophthalmic departments.
  • Intellectual Property Professionals: Supporting the R&D and patent operations of the global pharmaceutical and tech headquarters situated in Ireland.
  • Geospatial Surveyor: Crucial for digital mapping, land surveying, and geomatics across infrastructural projects.
  • Riggers (Games Industry): Fostering talent pipelines in Ireland's rapidly growing digital media and creative gaming sectors.

General Employment Permits (GEP) Expansions

In addition to expanding high-skilled categories, the state has removed nine occupations from the Ineligible Occupations List, making them eligible for General Employment Permits to help employers secure essential support staff:

  • Pharmaceutical Technicians (Healthcare-Specific): Direct support for retail and clinical pharmacy environments experiencing critical personnel gaps.
  • Dental Hygienists: Vital patient care support in dental practices nationwide.
  • Plastic Lining Technicians: Supporting specialist civil engineering and containment applications.
  • Concrete Pump Operators & Steel Fixers: Reinforcing heavy construction sites and commercial developments.
  • Fencing Operators, Curtain Wallers, and Printers: Broad structural additions targeting critical manufacturing and commercial building sectors.

The Proposed 50:50 Rule Review

One of the most significant policy announcements accompanying this review is the Irish Government's intention to review the "50:50 Rule". Currently, an employment permit will not be granted if the employer's total workforce consists of more than 50% non-EEA nationals (including UK nationals post-Brexit).

This rule has long presented a challenge for early-stage startups, fast-growing specialized technology firms, and healthcare providers. The government's planned review aims to introduce flexibility, particularly for the health and social care sectors, where acute recruitment challenges directly impact clinical delivery. Any adjustments could lead to faster pathways for specialized clinics, care agencies, and hospital systems looking to scale their staff profiles.

Compliance and Next Steps for Employers

While the expansions offer unprecedented access to international talent, standard compliance guidelines remain strictly in force. Employers must continue to fulfill all statutory requirements:

  1. Labour Market Needs Test (LMNT): GEP applications still require advertisement on national and European platforms for at least 28 days to verify that no suitable local or EEA candidate is available. CSEP roles remain exempt from the LMNT.
  2. Remuneration Thresholds: Employers must meet the relevant minimum annual salary requirements, which have seen progressive increases over recent periods to match national wage levels.
  3. Official Documentation: For detailed guidelines, official announcements, and application forms, employers are encouraged to visit the official portal of the Department of Enterprise, Trade and Employment.
